Puerto Elanor is a federal state within the Federal Republic of Polaris. Puerto Elanor is situated in the Minerva Islands, an archipelago of islands that consists of Santa Cruz and the Juno Islands. The state has a population of 1.1 million, concentrated in the capital. Puerto Elanor has had a long history as a major trading port under the High Penguin Confederacy beginning in the 16th century. The state is situated 615 kilometers from Polaris City/

The islands are located in the northern end of the Minerva Islands, and enjoy a warmer climate. Puerto Elanor is known for its thriving tourism and gambling industries, as well as its status as a significant trading port and offshore financial center.

The state is governed by the Puerto Elanor Legislative Council, which is comprised of a unicameral House of Delegates. Unlike most state legislators, Puerto Elanor operates under a parliamentary system, where the leader of the largest party in the House of Delegates forms the government.


History

Pre-colonial era

The area of Puerto Elanor was first settled by the native Carreebs in 120 AD, and spanned San Juan Island and Ile-Saint-Alexandre. Puerto Elanor was the capital and primary town of the Careebs, who developed a small, model civilization, which was divided into seven entities, Norda, Soulea, Demana, Doolahe and Johha. Puerto Elanor was known as Tolena, which meant "bay" in the native Carreeb language. The village of Tolena occupied what is now known as the Sanford Military Base in PE. The village was said to have been home to about 5,670 penguins and 770 puffles in 150 AD. Tolena was ruled by a diarchy, the King and the Chief, as the Cheif was an elected position in the area, and was the second major form of democracy in the area. Until 1600, Tolena was a thriving city, but something horrible happened to the city, and unfortunately, no written accounts of the horrible event were ever written by the Careeb people. The area remained a very desolate, sandy area until the arrival of the HPC in 1614.

HPC colonization

On July 14, 1614, a naval fleet of galleons docked in the former Tolena village. The entire island was unimhabited, as a rampant disease wiped off more than 85%of the native population. The HPC settled in the former Tolena village, and began a port colony known as Port Ellen, namesake of the wife of the colony's first leader, Elmer Fraustein. The colony shipped fruit, sugar and coffee to the ports of the HPC and was a major trading post. The population of Port Ellen was approximately 6,495 penguins in 1617, as many immigrated to the island search of a "life of Riley". However, a band of 232 natives remained and constantly warred with the HPC settlers. This left many penguins dead, as their meals were poisoned. Still, Port Ellen stayed strong and was the crown jewel of the HPC at one point. In 1915, the cityfell to Khanzem, but was never really radically changed during the war.

Republic of Puerto Elanor

After 1921, Khanzem was very uninterested with Puerto Elanor and thus allowed it to acquire independence. Port Ellen's name was changed to Puerto Elanor with the influx of Castillan and Latin Antarctican migrants to Puerto Elanor and the Minerva Islands. Puerto Elanor also began creating it's harbor, and "Las Islas Hermosas", which are four artificial islands located at the mouth of Elanor Bay. The Republic of Puerto Elanor was headed by the President, the Senate and the House of Deputies. The Republic was very stable and thrived on bananas, coconuts, coffee and tea as their main exports. In 1934, the Republic had a population of 211,849. Constant trade with the continent was present in the island, with cargo ships and aircraft arriving at the seaports and airports of Puerto Elanor. In 1967, however, Puerto Elanor was annexed into the Water Kingdom of Antarcticam under the Darton Agreement, which ceded all Minerva Islands tthe Water Kingdom.

Once the Republic of Puerto Elanor dissolved, the territory's official name was altered to fit the preferences of the Water Kingdom. The distinct name was Aguz Azul, which literally meant "blue water" in Spanish. The Territory of Agua Azul was first divided into it's current municipal districts, in which many of the old borders exist today. Georgio Benito Julian International Airport was first built and is currently named for Agua Azul's first Governor General, Georgio Benito Julian. The Water Kingdom first started shipping agricultural products from Puerto Elanor and further developed it's natural harbor. The Water Kingdom also increased immigration to Puerto Elanor, growing it's population to approximately 67,000.

The Water Kingdom augmented the territory of the area, and created much of its roads and infrastructure, which currently exist today. A bridge to Santa Cruz Island was completed by the Water Kingdom and spawned new economic trade with those on the then-Fire Kingdom inhabited island, and pumped 9.9 billion Fish into the economy as a result of free trade.

Geography

Puerto Elanor is located on San Juan Island, a divided island shared by Polaris and Castilla under the Glassyglow Accords of 1977. Puerto Elanor shares a 17.8 kilometer land border with the Castillan Minerva Territory, and is linked to it's nearest settlement through the Puerto Elanor Highway which reaches to San Juan, the prominent city in Castilla's share of San Juan Island. Puerto Elanor is comprised of many bays and inlets, many of which are naturally-made land features. These land features were the key reason why many colonists chose Puerto Elanor as a port, because of it's natural harbor. The area has an average elevation of approximately 121 feet.

Puerto Elanor also has four man-made islands, which were formerly a peninsula, connected by strings of sandbars, which were ridden of after numerous typhoons and storms hit the city. The islands are Isla Capitan, Isla de la Reina, Isla Juliana and Isla Estrella. These islands are connected by a slew of beam bridges and draw bridges. The islands are also home to many boat launches and marinas as many of the wealthy have vacation homes on the islands. Casinos and hotels are also numerous on the islands. Connecting Isla Estrella and Isla de la Reina to the eastern side of Ciudad Puerto Elanor and Playa Este are the Jorge Adalina Tunnel and the Esperanza Martez Tunnel. The tunnels have six lanes of traffic each, and require travellers to pay a toll of 1.50 Fish to cross. Puerto Elanor has very deep-channeled waterways, which allow very expansive cargo vessels to dock at the city's port.

Administrative Districts and Municipalities

As of June 13, 2011, the Territory of Puerto Elanor has 15 Administrative Districts, who each have 2 delegate representatives and one Commissioner in the Legislative Council are equally divided in terms of the amount of voters in each district. The 15 Administrative Districts are furtherly divided into "Wards", which are then governed by a Ward Governate Board as voted by the eligible voters in each Ward. In total there are about 62 wards in the city. Either than Administrative Districts, there are three seperate municipalities, Ciudad Puerto Elanor, Playa Este and Las Islas Hermosas. Municipalities are governed by a Municipality Mayor and Municipal Council of approximately 8-to-10 delegates, depending on the population size of the municipality. In 2006, the presidum of the Territory ordained a new enactment, disallowing any Wards or Municipalities to enact taxes or subsidies for it's residents without the Legislative Council's approval. Economy

The state has an estimated GDP of $71.86 billion annually. The economy of Puerto Elanor is reliant on three industries, the agriculture industry, the oil industry and the tourism industries. These industries are vital to both of Puerto Elanorian economy and the Polarian economy moreover. There are numerous barrels of oil that flow through undersea pipelines from Santa Cruz Island, which comprise the entirety of the oil industry, The excessively humid and warm climate in Puerto Elanor drives the large tourist industry, allowing more than 19.4 million visitors to see the islands each year. Although Puerto Elanor itself does not produce any agricultural goods, many commodities use the port of Puerto Elanor as a transit point for incoming crops and commodities incoming from the Juno Islands, the Frankterran Minervan Territories and the Castillan side of the San Juan Island.

Government and politics

Puerto Elanor, like other states is governed by a unicameral Legislative Assembly operating through a parliamentary system. The Puerto Elanor Legislative Council is comprised of 45 members who meet at the Palacio Colono in Puerto Elanor City, elected from state constituencies every four years.

The current Governor is Alejandro Del Reyes, leader of the Puerto Elanor United Labour-Democratic Alliance, the state branch of the Polaris Democratic Party. The party holds 33 seats in the Legislative Council, followed by 8 for the Puerto Elanor Socialist Party, 2 for the Green Alliance, and 2 for the Coalition for Tomorrow, a separatist party.

Puerto Elanor is represented in the Executive Administrative Council of Polaris by Candace Fitzsimmons (PDP) first elected in 2011, alongside two senators and eight representatives in the Legislative Congress of Polaris.

Military and foreign relations

Today, the defense of Puerto Elanor is the sole responsibility of the City of Polaris and the USA. The defense of Puerto Elanor is very vital to the economy of Polaris, as much of Polaris' agriculture industry is funneled through Puerto Elanor. Puerto Elanor's Armed Forces Base is 14.8 sq. miles in size, and holds a large air force base, known as Stanford Dickson AFB, and is home to 32 aircraft. The military base is the largest in the Minerva Islands and possesses 25,680 troops, 1,835 air force crew-penguins, and 4,518 marines. There are various missile research centers in Puertl Elanor's air force base, as well as housing compounds, missile defense systems and a branch of the Eastshield DEFCON office. The naval base at the Armed Forces Base, officially Michael K. Dillford Naval Base, is very expansive and has one aircraft carrier, the ANS Solace, three frigates, the ANS Puerto Elanor, Bahia Conseulo and Playa Este, two destroyers, the ANS Azugar and Luna. Other vessels include the one minesweeper, five naval patrol ships and three gunboats. Under the 2011 Accords of Polaris signed by Castilla and Polaris, Puerto Elanor also has the responsibility for defense of the Castillan side of San Juan Island.

The Territory of Puerto Elanor's foreign relations are handled by the City of Polaris. Currently, there are 67 Polaris International Trade and Consular Offices in 37 countries. The offices also represent Puerto Elanor and it's international interests. The Territory is also responsible for representation of the Minerva Islands (Polaris) in many other countries. In the territory, there are 11 consular offices and consulates in the territory. These are namely Castilla,Frankterre, Polaris, the USA, Dorkugal, the MAI, the UTR, Waffleland, Calada and Southern Ocean City. Similar to Polaris, the majority of the consulates are placed together in Longitude Plaza, a 17-story glassy skyscraper holding all consular and international trade and commerce offices in it, and is located on La Linea Boulevard, in Bahia Consuelo. Puerto Elanor is also fully represented in the ACMA, and has since been upgraded from it's observer status in 2011.

Transport

Roads

Puerto Elanor, unlike Polaris does not have any highways due to the original Castillan plan of the city. The main routes around the city is La Linea Boulevard, a 16-lane, 57.4 mile loop that begins on Isla Estrella, and finishes as the Mark Tunnel. The city of Puerto Elanor has many streets and roundabouts, and is one of the most confusing grid plans. There are many buses that operate in Puerto Elanor and are a divisoln of the Polaris Metropolitan Transit Authority. The roads that connect the Islas Hermosas to Playa Ete and Ciudad Puerto Elanor are 8-lane tunnels, due to the amount of road traffic.

Currently, there are three border crossings to the Castillan side of San Juan Island, via Juno Street, Las Palmas Boulevard and Agua Azul Boulevard. These border crossings are very active, and are full of trucks, cars and vehicles bound for the Castillan side of San Juan Island, There are no bridges that connect Puerto Elanor and any Polarian territory directly, however there are three bridges that connect the Castillan side of San Juan Island to the fornerly Castillan, now Polarian Santa Cruz Island.

Sea

Sea travel remains the largest transportation method in Puerto Elanor. However, it remains third in terms of passenger travel, overtaken by air travel and high-speed rail lines. The Port of Puerto Elanor has 26 piers and is managed wholly by the Puerto Elanor Harbor Commission, a subordinate division Polaris City Port and Waterways Authority. In a 2009 estimate, about 112 cargo vessels dock atvthe Port of Puerto Elanor each day, carrying various commodities, ranging from computer and electronic devices, automobiles, fresh produce and other food products as well.Puerto Elanor, in turn ships minerals, agricultural goods, wheat, coconuts, fruit and coffee to the USA and Castilla. Oil isnslso shipped out, but only rarely as a result of paranoia regarding oil tanker accidents and a resulting spill.

Air

Puerto Elanor, as a major tourist destination, is served by Georgio Benito Alvarez International Airport, situated 10 miles from Ciudad Puerto Elanor. As of 2017, the airport handled 12 million passengers, and was served by a number of domestic and foreign carriers. Juan Del Plata Air Force Base, situated near Playa Del Este, typically handles only military flights. However, Polarian legislators have considered dismantling the base in order to spur more development in Playa Del Este.
