Olde Antarctica was the ruling system government over Antarctica before Colonial Antarctica, and the United States of Antarctica. Four absolute monarchies ruled over mainland Antarctica, meeting at the South Pole Summit. The four nations were collectively known as the Quadrants Consisting of Fire, Air, Water, and Ice.
Background
Olde Antarctica was created after the fall of the Snowman Empire for preservation and stability. Each Kingdom, Waeter, Icee, Fiir, and Aer, were four separate monarchies. Each king (or queen) would meet at the South Pole Summit to decide on final decisions. It was sort of a very loose confederacy, like the HPC before them. An unknown character (though only seen as a shadow) was the leader of the four kings and queens.
Despite the colonial-style ruling system that listed for fifty-five years, much changes have occurred within the Antarctica sphere, and the achievement was isolated to a city rather to an entire nation. The concept of such a medieval-style ruling system had already been dated by the time the eighties came rolling in. A wide imparity between the old and the new was evident (e.g. the Parliament House, built with stones and sticks, resided next to a 60-storey skyscraper in 1985). Autonomy had to be granted to cities to allow the nation to progress without being held back by the imperial system.
The countries fell in 1990 due to a brief STINC conquest (see STINC-zachal), but were overthrown, and afterwards united into segregated colonies under one King.
Milestone in Music
For Centuries, classical music had dominated the land for centuries. Besides the early emergence of Jazz music during the 1920's, there was no other music to listen to that attracted younger audiences. Many younger teenage penguins hated that music and always thought it was a bore. It wasn't until the year 1952 when the era of music had turned around. On that year, the Humans had developed a new type of music, called Rock and Roll. One rock song was called "Rock around the Clock" - made by the humans known as Bill Haley and His Comets. A human explorer accidentally left a record of it on the ice, and a bunch of penguins recovered it before it froze. The record player was invented through reverse engineering, and rock n' roll music spread throughout Antarctica. The record player is still here today, in the Ski Lodge Attic. Rock and Roll soon dominated Antarctica, and most of it's fans were mostly Young Penguins.
Government
Although the governments were absolute monarchies, they often held summits presided over by an unknown silhouette to decide on the nation's items.
Before 1955
The government was divided into three groups: the Presider, the Kings and the Advisors.
The King has direct control over all his kingdom and, along with his advisors, makes, approves and rejects policies. His schedule is extremely busy as he has to regulate all of the advisors' suggestions. He would meet with the other Kings and The Five Senseis in the South Pole Summit to discuss the situation of their countries, and would come up with uniformed policies or solutions together, which are sent to the Presider to be approved or regulated. Common items that go to the Presider's Office include currency changes, measurement changes or alteration to the hierarchy of the government system.
On May 14th, 1955, the Summit approved the Amendment to the Quadrants of 1955 that allowed the creation of "legislative units" to handle various affairs, as well as alterations to issues discussed in Summits.
Lawsuits were handled by the King himself prior to 1955.
1955 - 1982
From 1955 to 1982, the government was made up of the Presider, the Kings, the Royal Court and the Legislative Units.
Each kingdom had several "Legislative Units", that were under the direct control of the King and often made policies. They would then send a general outline of these policies to the King who would approve or disapprove the main concept of the idea. The Legislative Unit would then act on the policy, amending it until it is finally approved among themselves. The King has all rights to retract the policy if necessary.
There also was the "Royal Court", which brought to case any lawsuits. Like the Legislative Units, the Royal Court was under direct control of the King. Penguins would be called to the Court should they be involved in a lawsuit or be prosecuted by the kingdom. Instead of the King himself presiding over the Court, a selected group of magistrates would handle cases. By 1982, there were 500 magistrates in effect.
During the South Pole Summit, the four Kings would come together to discuss important issues such as:
- Economy and trade
- Alterations to uniform laws passed in the Summit before 1955
- System of measurement and language
- Defense
- External affairs with other nations (varies)
- Hierarchy of individual government
- Amendments to hierarchy of court
- Peace treaties
In 1982, the Second Amendment to the Quadrants, 1982 was passed to restructure the entire government.
After 1982
After 1982, the hierarchy of the government came to be of the Presider, the Kings, the Royal Court, the Ministries (and their Ministers) and the District Mayors.
Kings have direct control over the Royal Court, the Ministries and the District Mayors.
Various sectors of the government were divided between the Ministries and the District Mayors. Law and Order was specifically controlled by the Royal Court.
The Ministries handled the affairs of:
- Trade and economy
- Internal Security
- Healthcare
- Finance
The District Mayors handled the affairs of:
- Housing
- Education
- Transportation
- Police forces
The Summit was used for improving external affairs and discussing on defence mechanisms.
Kings regulated and retracted policies.
Geography
At the time, Olde Antarctica did not have many cities, apart from Mattress Village, the predecessor to the current nation capital and eight others.
